Overall, the problem is about a bug in both follout2.exe, some data files AND scripts. Sfall changes "some data files" BUT not scripts, killap's patch changes scripts BUT not "some data files". I have a proof because the game behave the same with https://github.com/alexbatalov/fallout2-ce and the game distributed by GOG: both of them DON'T PROVIDE +5% to DR. That's because both fallout2-ce and follout2.exe is mostly the same, fallout2-ce has a limited support for Sfall at this moment and it doesn't change "some data files" or scripts anyway.

As a newcomer, FALLOUT 1 IS AWESOME!!
For Fallout 2: For Both I suggest either Restoration Project Updated*, or updating Sfall. Sfall features a lot of QoL features (that you can toggle), such as quicksaving to individual save-slots, and a bunch more save-pages. In Fallout 2(and to an extend Fallout 1) you really shouldn't save in the same slots, as save corruption is not an unkown issue.
