Is it possible to export all alchemy ingredients and effects for all mods/patches in a load order?
I found this GitHub repo, esplugin that says it will read .esp/.esp/.esl files. I figure if I can get them into plain-enough text, I can just grep/sed/awk my way to the info I need. But I don't know Rust, and that would be a pain to learn it just for this.

A New Load Order?
That's mostly right, though groups handling is more complicated than that. You're also missing the final step that breaks ties between pairs of plugins by putting them in their existing relative load order positions unless that contradicts data applied earlier.
