Proper Windows Notifications on Electron
There's electron-windows-notifications, though it's wrapping a pretty old version of NodeRT, and it does not expose some of the APIs we'll need. I decided to directly use the generated NodeRT APIs.

[Help] Main process notifications that go into the sidebar become useless
https://github.com/felixrieseberg/electron-windows-notifications seems like it might be a solution, since it apparently allows fancier native Windows notifications with buttons etc. There might be issues with which Electron versions it works with (from a brief look at the issues page), but that might be a place to start looking, if it isn't too painful to get it working. Most of the commits are old but there were a couple of them 6 months ago. I haven't needed it yet myself, but it might be good to have it in reserve, if it works.
