Error when compiling shader package, "Cannot open include file"
I've recently been trying to get a Toon Shader that I found here working in Unity, Originally the shader was compiling but when I applied the texture to an object, it was grey and translucent. I realised that this was because my unity was out of date and didn't reach the required version mentioned on the GitHub page, but after updating Unity I am now getting the error "Shader error in 'Universal Render Pipeline/Toon': Couldn't open include file 'Packages/com.unity.render-pipelines.universal/ShaderLibrary/Core.hlsl'. at line 243". I have tried reinstalling all packages.

Question regarding 3D: how much effort is the Tales of Vesperia art style?
And looking at the network it seems like further development on that shader has gone internal - here's a repository from Unity that they've been actively working on for years. Looks like it uses URP?

UE vs other engines for NPR (Toon/Anime/Cell shade etc)
From the very basic playing I have done with Unity it certainly seems like that is the case. I mean judging just be the fact they have a unity supported github repo devoted to Toon shaders (link) speaks volumes in my opinion.

Oh yeah sure i don't know what program you are using but the golden standard are unity and blender. If you are a beginner this dude(royal skies llc) is gold. In this video you can find the shaders. There are free versions of shaders like MToon or poyomi shaders but they are more advanced to use. This one is good too. If you are going for a 2d anime style you'll have to learn cell shading. Good luck with aninating the waifus lol

Question regarding 3D: how much effort is the Tales of Vesperia art style?
I kind of doubt you'll find any shader around that's more comprehensive than the one developed by the Unity-Chan project. You can find it on their Github along with a bunch of information about high-quality cel shading. Basic toon shading is easy, but getting a refined anime look takes some real work and a shader like that is built to accommodate the sort of art pipeline necessary to compete with the state of the art graphics you're looking for.

Looking to make a certain shader, don't know the best place to post
Hello, I recently downloaded "UnityChanToonShader" and It seems really powerful. I am trying to recreate the shader from the old Pokemon official art (example) . The style in question focuses very much on base colors being the "dark shade", and white being the "light color".
What are some alternatives?
