Extensions are made using normal html/css/js. So you could use react and there are boilerplates like this for it.

It is built with react, I was using a react boilerplate for chrome extensions. (this one) For storing the changes I use a postgresql database hosted on Heroku, and the backend part is a simple express API also hosted on Heroku.

There are less opinionated alternatives like Remix that was built by the React Router team and is backed by Shopify now, you can use something like Razzle or one of its alternatives for semi-opinionated pure SSR or follow the Vite Docs and just do it yourself with express.
