Is every shop just behind a paywall now?
It isn't a piracy tool it is a service, they have to do security step to prevent bot making their server go to oblivion. If you want to bypass this you can simply download games via torrent and use either nut or Ownfoil.

Possible to host a local shop?
Think you can use NUT https://github.com/blawar/nut to host game files on a network and manually add a link in tinfoil to the NUT server.

I can't get tinfoil to show any games when using nut server locally
I installed nut https://github.com/blawar/nut and added a couple of nsp games and they show up in the files list after a scan. I can even open up the server in chrome via http and it shows the games in the list.
- The free Tinfoil shops are not down. You just haven't finished setting them up yet.
- How can I setup Tinfoil to detect my games on a PC directory
- cannot copy more than 4gb files to SD. formatted as exfat and installed atmosphere

Can't open switch in file explorer
You need to use homebrew to access your SD Card. I personally use nxmtp but I read that it isn't working for firmware >11.0.
