You mean when a BCH developer discovered a bug in BCH while testing the CTOR consensus change which redid all the double spend detection but somehow left this bug in place, and mistakenly believed it only caused a crash and reported to Bitcoin Core.

Experimenting with Electrum Lightning
Do you mean the default value of the -minrelaytxfee command-line option? That's "hard-coded" in exactly the same way that the BCH blocksize generation limit has been "hard-coded" to 2 MB since 2017 in Bitcoin ABC. But it turns out that miners don't always use the default values for command-line options that matter to them.

Who signs the bch software?
But in bch, the software keeps to be improved and is hosted on Github: https://github.com/Bitcoin-ABC/bitcoin-abc these pullrequests get approved, but at some point, somebody, a breathing person! Must select the pulrequests and merge them into a new version, that gets flagged as verson xx.xx.xx . Who in bch does that. This is indeed a centralised action ( this tis the same as in btc)

Time locking Bitcoin wallets?
ideally, I would like ans scheme I use to be compatible with the reuseable address specifcation, though it is not a requirement if peroidic refreshes are needed anyway.

We're presenting BCH to a Fortune 500 tomorrow.
On top of that there have been several changes which allow for more types of uses like schnorr signatures which allows for privacy enhancing protocols such as http://cashfusion.org, and enabling more opcodes and allowing more data in OP_RETURN which allows for SLP, the token protocol and for the development of SmartBCH. There's even more privacy developments coming like Reusable Addresses.
- This may be uncomfortable for even BCH supporters to admit but Bitcoin wasn't made to counter fiat currency or challenge gold....

My info is that this is actually still moving along in the Electron Cash project, which plans to implement the "Reusable Addresses" specification that was collaborated on a while back.
