How do you think sites like CowTool, Point.me, ExpertFlyer, etc work on the backend?
If inventory is publicly available (like for example, Delta GUCs can be used when Z is available), you can use an Amadeus https://developers.amadeus.com/ to scrape. You can't really query "show me all flights with Z available" though.

Are hotel booking engines contacting hotels one by one to register at them?
You can build this using Sabre and Amadeus APIs. There are other GDSes, but those are the two largest. It won't be a cheap app to build, and you have to pay for access and use of the APIs, and to get access you may need to become a licensed travel agent, etc... but it's doable. Alternatively you may be able to build on top of an existing OTA like Expedia using their APIs. There's probably not a lot of margin though.

Question for those in the travel industry, how do you go about finding a "consolidator" to sign with?
I'm using amadeus flights API and planning to build a terraform provider around a golang SDK I found. One of the requirements to obtaining "production access" is signing an agreement with a "consolidator." Does anyone who works in the travel industry that has worked with amadeus know how to go about doing this? I know this is oddly specific question just trying to figure out how to do this step. I've already contacted their support asking for more details and am waiting on a response. Cheers.
