Im new to blender and I have a rar file that I want to import into blender
I found a way to do it, just install this addon: https://github.com/johnzero7/XNALaraMesh/releases/tag/v2.0.2 and import the .mesh file.

[MAC] been trying to install an Add-on for hours. It worked ONCE. Every time I try, it says that it was installed but NEVER appears. WHAT DO I DO?
I've tested on Windows by downloading from here specifically: https://github.com/johnzero7/XNALaraMesh/releases/tag/v2.0.2

I assume you are using blender 3.1, try downgrading to 3.0 or even 2.9. It seems that the issue is not in blender itself but with the higher python version: https://github.com/X-Plane/XPlane2Blender/issues/694
