    If you're down to learn a new language and are interesting in building Windows applications, C# is a great thing to learn. You can create a windows forms app for the GUI, and the .NET library makes it a lot easier to interact with the settings you're looking for. I don't think firewall rules are too easy with .NET alone, but this library should help.
