Help Please!!!
The old WebTools isn't something you open in Plex itself, you have to go to http://[your-pms-server-ip-address]:33400. That said, what exactly are you trying to use it for? Chances are there are other ways to do it that don't involve using an unmaintained plugin.

Personal Media Content Filtering (Think ClearPlay or VidAngel)
As far as Plex goes, the app is apparently going to be removing plugins completely in the near future, so trying to develop a plugin for it definitely seems to be a lost cause now.

X-Plex-Token is not in the URL. . . Trying to properly install WebTools-NG
I'm not sure if WebTools-NG makes it easier to install plugins. The no-longer-maintained WebTools.bundle did via the Unsupported App Store, but even then it's not a requirement for installing plugins, as it can be done manually as well. Not to mention that pretty much the only plugins that still work with full functionality are metadata agents/scanners.

Reconcile folders with Movies that are not found in the library?
Yeah, the old plugin-based version is still around and offered similar functionality, but with plugins being deprecated, WebTools moved to a standalone service.

Sorry, but since plugin's are been depreciated ( Ref: https://www.plex.tv/blog/subtitles-and-sunsets-big-improvements-little-housekeeping/ ) the UAS is sadly dead, which I also announced on the webtools.bundle github repo a long time ago

35 Movies Missing From My Server, How can I fix this?
If that's not the case and they're just disappearing completely, then you might have to resort to tools outside of Plex to find what's not getting scanned in. There used to be a Find Media tool that was part of WebTools, but it apparently doesn't work anymore (probably because Plugins were deprecated almost 4 years ago now, so most are broken). If you're comfortable running a random Python script from someone on the internet, I created this script several weeks ago that can scan your local folders and compare it against what Plex shows in your library. It's not pretty and was written quickly, but should get the job done.

It's 2022, are plug-ins dead?
Here are some plugins on the forum: https://forums.plex.tv/c/third-party/plugins/19. Unsupported AppStore comes with WebTools and as far as I know can still be installed (https://github.com/ukdtom/WebTools.bundle/wiki/Install).

There's also the FindMedia module of WebTools, though there have been some reports of it not working anymore.

You can use WebTools-NG's FindMedia tool to find what's missing between what Plex lists and what's on your filesystem.

Can I copy the metadata from one show to another?
In that case then I don't think there will be an easy way to transfer the metadata unfortunately (outside of some user-created script). One option that would at least help with the manual re-entry would be to use Tautulli's export feature or WebTools-NG's ExportTools to create a spreadsheet that has all the information in one place, and should be easier to copy/paste.

What happens if PLEX goes out of business?
The good thing is, you'll still have all of your media sorted and organized on whatever hardware was hosting Plex, so you'll just need to install new software to host it. Make sure you're using something like Web Tools or Soundiiz to keep records of any playlists or collections and you'll be fine.

Transitioning library to 4K and REMUX files - possible to identify which files are which?
take a look at the Webtools-NG project you can extract different "info-levels" from your library as CSV and then import them into Excel or other Spreadsheet Applications and then create a table out of that and filter it based on what row you want and extracted. That way you could specifically search for that resolution and at least know which one it is.
