Portable tablet for work that can be extended to a computer/laptop
You can just load up Windows Subsystem for Android and run the apps you need. You'll want to get the Magisk distribution so you have access to the google play store, but after that you're all clear :)

Need Emulator!
Windows 11 has support for running Android apps by way of Windows Subsystem for Android (WSA). Once you have Windows 11 installed you can install WSA and just run the android apps you need. If you need Google Play support you can instead install Magisk which had Google Play.
