You can probably find some good example projects on GitHub like https://github.com/ShaneSutro/Vestaboard/blob/master/README.md which will get you closer to updating the board (and honestly, I’m not sure you want to write this in C if you’re new to coding).

For the rate limit - it depends where it is enforced, if it’s at the cloud API level then using the local API would bypass the limit. If not to do this you will need to look at something like this project - https://github.com/EngineOwningSoftware/Vestaboard-Reverse-Engineering - to get access.
