Your research will be able to find a published report of a similar story in \materials\effects\coconut\ in the tf2_textures VPK structure (if you do not have either already, use a tool like GCFScape or Valve Resource Viewer to get into it).

extracting 3D Models from Dota 2
You can also extract the textures using VRF https://vrf.steamdb.info/ to decompile the valve pak files and then use crowbar https://developer.valvesoftware.com/wiki/Crowbar to extract the textures from the relevant vtexc files. You could probably get the models this way too, but I haven't tried it yet. You'll also need the Blender Source Tools https://developer.valvesoftware.com/wiki/Blender_Source_Tools if you're aiming to open them in blender.

extract assets and code from other games using Source engine?
Well, it's a wee bit taboo but if you use software like the source 2 resource viewer (it works on source 1 also, I checked) then you can view and export the hidden files of the game. Then you can use software like crowbar to convert models, textures, and animations from their original .mdl, .vtf, .dmx, and .smd files into more general use and palatable .obj, .tga, and .qc files. And then use the blender source toolsto export them back into source to after modifying.

Thanks to VRF (Source 2 Resource Viewer) (also, thanks /u/xpaw - give him a follow!) we can browser Panorama UI source code (and of course other Source 2 files) in the all-new Counter-Strike 2 Limited Test.

TF2's copy is located in \steamapps\common\Team Fortress 2\hl2\hl2_misc_dir.vpk. Use a tool like GCFScape or Valve Resource Viewer to get into the VPK file structure. Once you're in there, it's \models\extras\info_speech.mdl.

Asynchronous Programming in C#
