Looks like you are in Linux? Have you tried the suggestions here: https://github.com/opencv/opencv/issues/19527 ? Verify that your system has an index 1 camera via the v4l2-ctl tool.

Yep the same effect can be achieved with Google's Cloud Vision API for Android devices. You can also do it with any decent webcam using OpenCV so you don't even need a phone.
