If you don't trust the jar or config manually look in the source code (its open source) or use Theia, an antivirus for jar files https://github.com/Tigermouthbear/Theia/releases. You probably already know about this but mastercomfig is great for improving performance. There is also helpful documentation on performance mods, launch options, huds, hitsounds, etc...

Get a config bro, I don't know if you just always play with very high ping but there's a lot of delay when you shoot a rocket and it actually spawning the projectile, TF2's default config is known for doing that.

huds.tf is basically re-hosted on the mastercomfig website, so you can probably find the sound there.
