If I make a modded server for Minecraft Java editions can my friends on console still play with me
HOWEVER, you might get away with more heavy mods by using PolyMc (not to be confused with the launcher of the same name) which allows for vanilla JE clients to join a modded server without instaling the mods; this should in theory allow your console friends to join.

SpongeForge, Magma, Arclight, or nothing?
To be honest, the natural path for those that come from Bukkit and derivates for the future is to either switch to datapacks, migrate altogether to Bedrock (that already have interesting advances on its addon/pack system) or switch to Fabric server-only mods - There is a lot of possibilities already and there is also Polymer project that aims to "convert" some classic mods to server-side-only, so at the end maybe OP should look at it all and forget the Sponge thing.

I made a fabric version of the immersive engineering energy transfer system
Power networks manages to work without being installed on the client by using the polymer library and the new display entities introduced in minecraft 1.19.4. Connections between coils are rendered as leads, which mostly work.

mc server concept
It injects it with custom nbt and also a texture pack for textured items/blocks. From my experience with it, it works great. There are already a few existing mods with it that you can check out all the mods at: https://github.com/Patbox/polymer/blob/dev/1.19.3/MODS.md

i assume this is for a server, it would be best, in this case, to switch to a modded server, fabric will likely be better than anything based on bukkit in this case, you should be able to use https://github.com/Patbox/polymer to allow for an optional dependency for a mod that adds your custom blocks while vanilla clients joining the server would be displayed a fallback block. I've not personally used it but by the sounds of it, this is what this dependency can do. https://github.com/Patbox/UniversalGraves
