If I make a modded server for Minecraft Java editions can my friends on console still play with me
HOWEVER, you might get away with more heavy mods by using PolyMc (not to be confused with the launcher of the same name) which allows for vanilla JE clients to join a modded server without instaling the mods; this should in theory allow your console friends to join.

A MultiMC Fork is available in flatpak!

Would it be possible to add new blocks through serverside fabric mods and resource/data packs?

Can you run world gen mods on serverside only?
And if it does add modded blocks you can try using PolyMC as well.

best questing mod for 1.12.2 ?
i’m personally biased towards Hardcore Questing Mode, but FTB Quests is also quite good and i’ve used it several times when making quests. they each have their own perks and downsides to them, so i’d recommend experimenting with them and seeing what’s best for your needs
