i assume this is for a server, it would be best, in this case, to switch to a modded server, fabric will likely be better than anything based on bukkit in this case, you should be able to use https://github.com/Patbox/polymer to allow for an optional dependency for a mod that adds your custom blocks while vanilla clients joining the server would be displayed a fallback block.
