For example PowerOCR [which is "Based on https://github.com/TheJoeFin/Text-Grab"] . There's an exe file for it, but it doesnt do anything if run manually.

Looking for an app to "Select an area and apply OCR", as good as Mac OCR apps
I know MS has a powertool that does this but it turns out it's just based on this software called Text Grab by Joe Finney, the same dev as Caffeinated - https://github.com/TheJoeFin/Text-Grab

Just built my own free* OCR reader + Translator [with google APIs]
Also I haven't looked too much into the code but windows 10/11 seems to have a built in OCR for the languages you have installed. Text grab (https://github.com/TheJoeFin/Text-Grab) uses the API so it could be a nice alternative to using a cloud based soution and it's free.
