the main avenue to apply is through online applications. Last year, there was a list maintained here. The list for this year is here. You'll also be able to find opportunities on linkedin & handshake. Generally, employers don't give a shit about cover letters.

It's a bit late, many places fill their winter slots with people who ask to move their summer offers, and summer recruiting is over for most big companies. You could go down this list and see if any are open. https://github.com/uwcsc/winter2022-internships

For wintern apps here is a useful link! This contains the majority of the companies that offer off-season. There are some companies that don't have apps open like Google, Snapchat and that is because they did have some specific events where they invited attendees to apply. For Google, however, a recruiter reached out to me directly during May.
