VLC can do this, and i can make it a little easier for you to setup. I wrote a companion program called Stream Helper for one of my Android apps that lets you select a file and set options, and then it handles configuring and launching the stream. I also made a little tutorial for using it.

Screen cast from VLC to VLC?
Yes you can do this by using screen capture recorder to pipe the desktop into VLC to stream as a video. If you want to make it real easy, i've written a program for my mobile video apps that does this with a few clicks. I believe the free VLC program will allow you to open the MOV file and export it to MP4. It's available for both macOS and Windows.
