Is there a Linux Command Line fm receiver that works with the ADALM-PLUTO?

Funcube dongle with multimon-ng for pocsag decode
https://github.com/rxseger/rx_tools has a version of rtl_fm (called rx_fm) that should work with any device supported by SoapySDR. There is apparently a SoapySDR plugin for your Funcube dongle, so if you can figure out how to configure it all so it plays well together it just might work for you.

Questions about rtl_tcp and rtl_power
rtl_tcp has the -T option for activating the bias-tee. SoapyRemote is part of the soapySdr project, it allows you to access an SDR over the network. Soapy_power is the equivalent of rtl_power but for soapySdr devices. For recording baseband files over soapySdr you can use rx_tools
