Use spreadsheet as data source?
I have used google sheets as a data source before. One can feed it with google forms (to populate rows) and it can handle concurrent users entering stuff. Never did ~1000 though— that’s a lot. There is a tidyverse package, googlesheets4, that reads the sheets. It works fine. There are similar packages for excel.

If you can do it programatically, you can do it with Shiny (its just the interface). Here is an api for working with Google sheets (https://googlesheets4.tidyverse.org/).
