Basalt Update
One of the biggest feature is XML support. You are now able to add your design via XML (if you want to). It could look like that: basaltPreview2.xml - but maybe it shouldn't look like that (i am sometimes lazy!). You are also able to do it in multiple files, because you always load the xml layout into a frame. You would use baseframe:addLayout(path) subframe:addLayout(anotherPath). It always starts to create the layout based on the frame where you are using the command. You could also do that via xml:

Implementing Basic UI in Love2d

How to make ui?
You could use a library like slab (which lets you just add buttons but may not be so straight forward to deeply customize your look) or helium (which facilitates creating a UI system for buttons, but may not be straightforward to use). I use slab for my debug UI and like it, but haven't tried it for nice-looking game UI.
What are some alternatives?
