How can I make particles in my Unity 3D project act as a UI element? I don't want them to interact with the 3D environment. Is it possible?

Cozy bonfire loading animation. Took me all day to figure out how to render particles to the UI layer
I am currently only using it during a loading screen for a minimal amount of particles so it isn't performance critical. I found another UIParticle library that is apparently faster than the UI Extensions one but I have yet to try it https://github.com/mob-sakai/ParticleEffectForUGUI

My code for a simple noise based confetti effect is drifting towards a direction. Can anyone spot why? I can't see it.
But I agree with the other commenter: use a particle system. This package adapts particle systems to UI. It will be much more performant and easier to maintain.

We've just finalised the quest tree for the first chapter of Fatum Aspect. And it's the smallest one of FIVE! Each quest has its own logic of similar complexity inside. It is made in our custom Unity editor.
It's a custom in-house editor based on Unity GraphView. We used this tutorial as an example: https://www.youtube.com/watch?v=7KHGH0fPL84 Sample code can be found here: https://github.com/merpheus-dev/NodeBasedDialogueSystem/tree/master/com.subtegral.dialoguesystem
