Replacement tool for old O365 Admin Center utility?
We used the old O365 Admin Center tool for years and still do when we can get it to actually login as a shortcut to a lot of things we normally need to do in PowerShell. The website is down but the maker released it here https://github.com/bwya77/O365-Admin-Center

Where would I even begin to convert a Powershell script that can check/add/remove O365 Exchange delegates into a GUI?

Interactive ASP.NET dashboard for PS scripts?
Be sure to also check out WebJEA. https://github.com/markdomansky/WebJEA We use this in our org for exactly the reasons you mention. Only thing is it’s not really interactive. You can get creative with the use of script parameters to capture the input you need though, and they have some good examples and templates to work from.
