There's Lulu based on Apple's Network Extension framework but there's quite a few issues with framework itself (it will briefly initiate a connection even though there's a deny rule for that address etc).

The worst thing that could happen is that one of the governments would specifically ask Apple for the data of everyone in your area, or just you. I don't know how bad this is for you, but with open source programs like LuLu, you can see how much data your computer is sending to Apple in the background without you noticing.

3) Download and set up Adobe Packager. Be sure to follow the README carefully because lots of people seem to miss the prerequisites and run into an endless loop of errors.

Great. If you're on an M1 mac, the process is a tad bit different and requires you to use the official universal installers from adobe via Offline Adobe Packager, but the plus side is you don't need to block network access.
