3) Download and set up Adobe Packager. Be sure to follow the README carefully because lots of people seem to miss the prerequisites and run into an endless loop of errors.

AntiCC with legit adobe after effects purchase.
Great. If you're on an M1 mac, the process is a tad bit different and requires you to use the official universal installers from adobe via Offline Adobe Packager, but the plus side is you don't need to block network access.

Windows or macOS? If it's macOS just use adobezii with adobe-packager.
