Using CMS vs WordPress, question for an engineer.
I would setup a local development environment using a tool like https://localwp.com/ and install Wordpress's development starter theme Underscores (or Web Dev Studios fork of Underscores which contains build tools/webpack) and just get familiar with the baseline layout of a wordpress theme.

Some starter themes for devs support Tailwind CSS, besides Roots/Sage those are: wd_s, wpemerge, wordplate (they use an abstraction on top of webpack called Laravel Mix, there are official Tailwind docs for it).
