About hourai bot and James
After independent research I have determined that there is no reason to believe any posts made by the Hourai dev team, as the bot has capability to run arbritrary code https://imgur.com/a/C04yVV4. Meaning Hourai bot could be forced to do anything at runtime that includes "ultrabanning" (related github file linked here https://github.com/james7132/Hourai/blob/main/base/hourai/bot/extensions/owner.py). James also mentioned not having the tools to undo a multi-server ban although the eval command is more than capable of that.

The Touhou discord community and their ultraban culture is extremely toxic and a disaster for the representation of the community.
As /u/LordAlfredo has stated, Hourai does not have the capacity to apply ultrabans across it's servers. Anyone who can read Python and Rust is free to independently audit this. The code is open source.
