What is holding VR back in your opinion?
Another thing to note is the claim that "VR Hardware development is hard", it's not that hard and most of the research has been done for us already. Look at something like the HadesVR, it's simple as heck to build and modify to whatever you want it to be.

What are some alternatives?
PhoneVR - Use Steam VR-enabled applications with your phone as HMD (Head-mounted display). The only Open-Source solution to similar commercial packages like VRidge, iVRy, Trinus etc etc.
linux-vr-player-or-something - Very simple VR video player using libmpv and openhmd.
lucidgloves - Arduino/ESP32 based DIY VR Haptic gloves. Compatible with SteamVR via OpenGloves.
