Started work on a new python package manager this time in Rust
this is essentially a rewrite of CBreeze python package manager which I wrote in C++ and is unfortunately limited to linux only and a few other short comings.

I am trying to make a python package manager like poetry The current version(CBreeze) is in C++ https://github.com/Lioncat2002/CBreeze and I am gonna port it to Rust :p
