FotoKilof might be interesting for you. While the initial setup is command-line (python), afterwars when running it, it will open a GUI.

Open source Image compression app? [Win10]
ImageMagick powerful CLI image editor, accepts an absurd amount of operations and formats as input and output, is very well documented, basically there is nothing like it when it comes to the amount of options to convert, resize and lossy compression images (and many other options). You can also try FotoKilof which is a GUI fork of ImageMagick if CLI is not your thing.

This one looks good, and has the capability to crop via mouse. now batch scaling is not a feature in said frontend, you'll have to write a shell script for that or use the tool you posted.

I imported an mp4 video into premiere pro. Then exported there with gif. Now I see these weird dots in the picture/video. Can someone explain to me why this is and how I can fix it? I appreciate any help!
To make a legitimate high quality GIF, you can try Gifski. YMMV, I haven't tried using it yet but that's what some of the people at highqualitygifs say they use to make actual GIFs.
