ASIO4ALL outputs not working within audio prefrences
I had a similar issue with my setup, I suggest using FLEXASIO. Youll need to download flexasio and the gui component to use it. https://github.com/dechamps/FlexASIO

The UMC-22 has a budget Midas-type pre-amp which is hard to beat under $200. That said, the UMC-22 also has terrible ASIO4ALL based drivers which can partially be worked around by using something like FlexASIO. Ultimately though, the drivers won't matter unless you are using heavier VST plugins for your voice/audio input.

Is there any similar software to Asio4all thats not a exclusive driver?
FlexASIO allows none exclusive mode but it does it in a different way to regular ASIO drivers. You will have to give it a try to see if it can provide a latency that is acceptable. It is meant to work with more hardware than regular ASIO drivers. I suspect that latency might be compromised somewhat but give it a try to see if it works okay for you. It does explain how it works compared to other ASIO drivers on the github page.

About SAR. Is that still being maintained? The website doesn't seem to be working at sar.audio and when you go to the github the last update was made a couple of years ago. So it looks like a dead project.

On windows you can use synchronous audio router https://github.com/eiz/SynchronousAudioRouter. I route my web browser straight into an input in Ableton.

You can use Synchronous Audio Router with reaper and make an artificial cable and send whatever you want to discord. It'll detect it as an input source.

Alternatively, you could get your hands super dirty and install synchronous audio router, which allows for low latency routing of audio in a way that even mac's don't do.

Looking For A Specific Live Audio Mixer
XR18 is what you're looking for if you want hardware. Attention: XR18 does not have hardware controls, but you can control it with MIDI hardware, or via Ethernet on your computer/phone/tablet with different applications. Alternatively you might want to work entirely in the computer, e.g. using https://sar.audio as a virtual multi-channel soundcard, that you can then mix with a DAW like Reaper, and put out back via your hardware or into applications (e.g. OBS, whatever).
