Input delay or is my Brain Slow
I'm not sure if you have the same issue as I had. For me everything was like an ultra low FPS, stuttering and slow, while FPS counter showed 60 fps (default lock). Here is what I found that fixed my problem: https://github.com/uberhalit/SekiroFpsUnlockAndMore

If it runs smooth while you're windowed & alt-tabbed, you could try this https://github.com/uberhalit/SekiroFpsUnlockAndMore it's mainly used as an FPS unlock, but it also has a borderless windowed mode that solves weird stutters on some systems.

How do I defeat the lag boss?
For frame drops in Sekiro i normally guide people to try https://github.com/uberhalit/SekiroFpsUnlockAndMore and use it to run the game in borderless windowed mode (it fixes some frame drops in the game). But your problem sounds different than the usual and suggests a problem in your rig somewhere.

fullscreen issues
https://github.com/uberhalit/SekiroFpsUnlockAndMore this mod has a borderless window option, complete FPS unlock option (game runs great at 144FPS), custom resolution options, a couple of QOL options. Be careful, the last 3 tickboxes are minor cheats (but they can make replays more fun).

Sekiro: Is there a way to unlock FPS like in Windows?
There is a fancy pants mod for Sekiro to unlock FPS but it requires a lot of configuration on the driver side and I don't know if that is feasible on Linux. Has anybody done that?
