To those of you who would like to learn about tweak development, you are not actually required to have a MacOS device like this guide incorrectly suggests. Theos (one primary set of tools to develop tweaks) is cross-platform, meaning it also supports Windows, iOS, and Linux. DragonBuild is another alternative.

You can use Theos to build macOS, tvOS and iOS applications on Windows (through WSL). You won't have every Xcode functionality available to you, the most important one being the interface builder. However, it works quite well in my opinion and I have built a few applications with it.

This is why it's important to get apps from outside of the Apple App Store. Most free software app developers don't seem to distribute ipa files directly or publish via apt, instead opting to only publish source code as free software and then also publish on the Apple App Store. I tried but could never figure out how to compile an ipa file on iOS (Hopefully once this issue is resolve it will be easier.), and I don't have a Mac.

Clearing up a few things
“A cross-platform build system for creating iOS, macOS, Linux, and Windows programs.” - Theos.dev. I’m not sure I’d say it replaces Xcode, because the two serve different purposes, but you don’t need Xcode for tweak development. The difference between the two is that theos is catered specifically for tweak development whereas Xcode is not. That and Xcode is platform specific, as you mentioned.
