Compressed files (not installers) for the popular mods?
So far, I see only the successor to Rise and Fall (https://github.com/dguenms/Dawn-of-Civilization). I can't find anything for A New Dawn or Ffh2.

Check the shortcut properties and see if it is directed to the proper location. You might have Civ installed in an unusual place. I never deal with the installer, just grab the latest version from https://github.com/dguenms/Dawn-of-Civilization - code > download zip, extract to mods\RFC Dawn of Civilization.

Defending against Tech Steals
AdvCiv definitely does have an option for AI to go heavy espionage. I read the AdvCiv manual's patch notes - https://github.com/f1rpo/AdvCiv/blob/master/manual.pdf - it looks like a previous version contained a bug via KMod which caused the AI to get stuck in big espionage mode.

Yes, the AI in AdvCiv (and K-Mod) will evaluate your stack and catapult it, then attack it if it makes sense. It's also smart enough to abandon cities it has no hope of defending, saving the units. It's pretty impressive. There's a few more changes in that mod to make the AI more capable - it sucks are worker stealing so now workers just die when attacked. The author has meticulously documented their changes (with an appendix justifying each one!) in the manual: https://github.com/f1rpo/AdvCiv/raw/master/manual.pdf
