    I built a little open source tool to control ATEMs with XKeys panels a while ago (because I was frankly surprised that it wasn't supported out of the box). It's a little quick&dirty right now and I've been wanting to refactor and update it and add some features. Maybe it could be integrated with your solution somehow? I need to look into the TCP proxy as well.
