FontForge
Fontforge is the tool I used to create and what I use to maintain my 3270 font, https://github.com/rbanffy/3270font.
It has that 1990's Unix workstation vibes, but, if I didn't like vintage tech, I wouldn't make a 3270 terminal font.

Ligatures in programming fonts: hell no
Is there a way to add programming ligatures to an existing font, similar to how Nerd Font patches existing fonts to add useful terminal glyphs like the Powerline symbols¹? I would love to have a ligatured version of that font https://github.com/rbanffy/3270font
1) the last sentence of the article implies that the author of the article abhor them as much as programming ligatures. I don't understand why but preference in taste, color, esthetic are not objective, nor absolute, so I am not the one to judge him.

Being distributed with Debian and downstreams, 11 years old, with 1.5K stars and 60+ forks is, by far, my most popular open source thing. My biggest shame is that it's not software, but a font that mimics the look of IBM's 3278-2 terminals.
And, of course, it's the font I use for terminals on all my machines.

MonoLisa – A Font Designed for Developers
Sorry, but no IDE comes with a proper 3278-like font. Not even IBM's Developer for z/OS comes with one (they commissioned that other font called Plex... who would take seriously a font named after a media player?).
Luckily, everyone can get one at https://github.com/rbanffy/3270font.

Intel One Mono Typeface
I like it a lot! Definitely in the camp of “comic sans is over-hated for poor reasons, and might even have legibility benefits for dyslexia”, and I considered a few comic sans inspired monospaced fonts before settling on Source Code Pro. The leaders were Fantasque (https://github.com/belluzj/fantasque-sans/) and Comic Code (https://tosche.net/fonts/comic-code). (Comic Code’s creator actually links to the font you linked, Comic Mono, as an example of a free font with the same spirit!)
Ultimately I found that anything descended from or inspired by comic sans ended up a little too busy for my eyes.

If paying for a font isn't your thing but you're curious this is a free version I used to use of a similar idea. https://github.com/belluzj/fantasque-sans

How to make Emacs always display zeros with slashes?
For Emacs I use Fantasque Sans Mono, which has a slashed zero and some other good features (e.g. clear difference between 1 and l).

Modern Mono
I thought it would be silly or I would hate it, but the comic sans like nature of Fantasque Sans Mono really surprised me and worked well for coding/IDE use (especially in Python): https://github.com/belluzj/fantasque-sans

new rules at work… I’m turning in my 2 week notice asap
I know you didn't ask but I have mild dyslexia and a friend turned me on to the font he uses for coding called Fantasque Sans. I found it to be pleasantly readable like Comic Sans without being as stylistically offensive.
