Have you seen rando.js? It's a very similar library.
Due to the way it’s designed and its short length, it has a great randomizer. It is a decently popular pick in Archipelago multiworlds. In fact someone recommended it in a multiworld I was playing so I picked it up.

There's no app on the 3DS Homebrew that does this, at least not any time soon. But there is an ALBW randomizer that you can use on the PC to create the Randomized ALBW to then be installed onto your 3DS. Here is the github: https://github.com/rickfay/z17-randomizer
