Damselfly
Damselfly is a server-based Photograph Management app. The goal of Damselfly is to index an extremely large collection of images, and allow easy search and retrieval of those images, using metadata such as the IPTC keyword tags, as well as the folder and file names. Damselfly includes support for object/face detection, and face-recognition.

I think to match the speed you would need parallel decoding (multi-threaded decoding) which is not really possible with JPEG but seems to be with JXL .

Google Camera - most people suck it up and use GCam. The normal AOSP camera looks horrid. It sucks, but there's few other options available. Maybe try Photon if it annoys you?

motioncam
Motion Cam is a camera application for Android that replaces the entire camera pipeline. It consumes RAW images and uses computational photography to combine multiple images to reduce noise.
It's a really demanding app. Saves each frame as raw/dng files, then you use a computer to process the raw files. There's a basic program for windows and mac, but for better results you should use a video editing program.
