30% of the processing power of a 1660 sounds like a little bit too much just for just composition. You can use a tool like this one https://github.com/Syllo/nvtop to see what processes are consuming your GPU. While other people may report something different; I have a very bad history with NVIDIA Proprietary drivers + Tumbleweed (Leap tends to be much better with NVIDIA hardware).

Maybe try using waifu2x or something similar, then remove the background? Afaik their game assets are encrypted in video format for some reason.

If you use an Nvidia GPU I highly recommend TinyNvidiaUpdateChecker. It just gets the driver and ignores everything else.
