As for generating PDF's themselves. You could start rolling your own service... or maybe you could use something like this: https://gotenberg.dev/ Or maybe you use it as an inspiration and use the (F)OSS tools inside that box (look at the documentation) to roll your own service instead. Or - depending on the budget - you could go for a proprietary solution and go with e.g. iText (https://itextpdf.com/en)

Sorry I don't have an answer, but I'm curious how you installed nextcloud office 5? I've tried to research this on several occasions and from what I've read it sounded like "nextcloud office" is just collabora online but rebranded somehow, and I couldn't find instructions on how to install anything other than collabora. The nextcloud/office repo has a link named "Nextcloud office" in the readme that directs to nextcloud/richdocuments repo, where the readme describes it as an app to integrate collabora online, and the about describes it as "collabora online for nextcloud" with a link to nextcloud.com/collaboraonline

BulkPDF
BulkPDF is a free and easy to use open source software, which allows to automatically fill an existing PDF form with differen values. Only a spreadsheet (Microsoft Excel 2007/2010/2013, LibreOffice or OpenOffice Calc) with the desired values is required.
I broken-down BulkPDF to create some pdf forms at work. Now, they are concerned that I may have leaked customer data. BulkPDF is available via GitHUB and I did not find any security advisories there (https://github.com/Tadelsucht/BulkPDF/security/advisories). It's free and open source software but I am unsure if I should only go by what it says onGitHUB or not. I couldn't find any negative information after several searches. I have reached out to the creator. It's an excellent program but I wonder if free is too good to be true??
