  Graphic settings config, free fps basically. (worked for me, it's easy to install/uninstall so might as well try it. If it works, leave Volumetric Fog turned enabled, turning it off causes flickering in the sky when it's raining, etc.)

  There's the General Optimization mod, FPS Limits mod, and the Config Overhaul mod which got me from 45fps with tearing, to what feels like 60fps and no tearing on mostly high with a GTX 1070.

  You can edit the configs with something like this: https://www.nexusmods.com/cyberpunk2077/mods/183. You might also find more stuff on there or the modding discord but apart from that I'm not really sure.

  If all it does is edit the config files then most likely, you could use Config Overhaul instead and probably get the same effect.

  CD project red has a settings document to allow things to be turned off that you can't turn off in game settings normally, you can edit it yourself (not recommended) or use this tiny file to do it for you, simply drop it in your cyberpunk installation folder and run it, here its https://www.nexusmods.com/cyberpunk2077/mods/183

  This video is a good start. It includes a drive document with a mod list for overhauling the game. I don't use all of them. I mostly stick to the bug fixes, QOL changes and graphical improvements. I also like to use character customization mods that make my V even hotter with stuff like sculpted and this 4k complexion. There are also a bunch of hairs, make up and preset options if you browse the nexus a bit. For performance, this will help. I recommend disabling volumetric fog with it. Volumetric fog is often pixelated and the visuals look a lot cleaner without it. I also use this one to get rid of the ugly 2D cars. Finally, I ALWAYS use ReShade with this preset. It also makes the game look a lot less blurry and washed out.
