Zynq-7000 lwIP bare-metal UDP server
So I tried a different route, and used an example on github: https://github.com/mohamed/zynq_echo_servers/tree/master/SDK/udp_echo/src. I needed to make a small modification to get it to work ('struct ip_addr' became 'ip_addr_t'), but ultimately it did work. I could receive and send data.
