Static: microhttpd (150 LOC). But as you said you need something dynamic. Avoid apache if possible. Nginx ist better suited for anonymous operation. But: The most secure webserver is the one you are familiar with. If deanonymization would be considered catastrophic, use physical isolation/a tor middlebox for maximum security. Enhance Tor with vanguards. If you need less security: virtualisation. Even less: docker. A normal setup fine for most would be a nativ installation of Tor.
