  I've never tried this for Cities Skylines, but I do use it for Stellaris (that I bought on GoG) https://github.com/shadoxxhd/steamworkshopdownloader it uses Steams own tools to download mods from the workshop.

  For anyone on the fnce this works great, fully updated all the Artmoor mods work along with SLKSE Vortex LOOT etc and you cna still use the GUIsteamDL application to get mods from workshop.

  Firstly Idk if this has a virus or not hopefully not while I was searching for a mod manager for a game I came across this https://github.com/shadoxxhd/steamworkshopdownloader been using it for a while no problems so far. it supports the games here https://steamdb.info/sub/17906/apps/ I suggest making a throw-away account for the steam login or something like that and don't forget to scan it for viruses. well that's all good luck
