Question re: wpa_supplicant and userconf
I would look to use SDM from Benn on Github https://github.com/gitbls/sdm as this will give you more control and configuration options.

Imaging large amounts of RPIs over a network
As previously mentioned, you can network install or boot them. If you start down that path and find it to be a bit "much", you might want to consider https://github.com/gitbls/sdm.

Uploading a preconfigured Raspberry Pi OS Image
Slightly OT to your question, but if you're going to distribute an IMG you probably want it to be virgin (not ever booted), so you don't accidentally leave something important there. Have a look at https://github.com/gitbls/sdm, which makes it easy to customize an unbooted IMG exactly the way you want it.

Can I edit contents of PiShrinked image before first boot?
Hi, what "is not so easy to get it work"?? If you're referring to using sdm and you're having a problem with it, please open an issue on the sdm github https://github.com/gitbls/sdm and I'll help you get it working.

How to turn bluetooth on when wifi if off?
You can see the code at https://github.com/gitbls/sdm/blob/master/sdm-cportal. Oh, and it's written so that it can work with or without the rest of sdm, which it's part of.

Students with no monitors --- how to set up Raspberry Pi with only an SD card reader on Windows?
There is a tool on Github (and supported on the Pi forums) by bls called SDM (here) that can be modified to set up anything you want but I think that's Linux only.

Would like to use a Pi emulator on my Windows based PC to do the initial setup of a Pi-3 B+
Seehttps://forums.raspberrypi.com/viewtopic.php?t=231762 for a description of the technique and https://github.com/gitbls/sdm for a tool that uses this technique to customize and manage IMGs and SD Cards, as well as "going inside" the IMG with the sdm --explore command.

Non-beginners might want to take a look at https://github.com/gitbls/sdm.
