Imaging large amounts of RPIs over a network
As previously mentioned, you can network install or boot them. If you start down that path and find it to be a bit "much", you might want to consider https://github.com/gitbls/sdm.

Slightly OT to your question, but if you're going to distribute an IMG you probably want it to be virgin (not ever booted), so you don't accidentally leave something important there. Have a look at https://github.com/gitbls/sdm, which makes it easy to customize an unbooted IMG exactly the way you want it.

There is a tool on Github (and supported on the Pi forums) by bls called SDM (here) that can be modified to set up anything you want but I think that's Linux only.

Is there any way you can access the terminal? Like does it take you to the login screen at all? If so, you can mount a different SD card partition (try to mount /dev/mmcblk0p5/ or /dev/sda1/), reboot, and it should work (only if you somehow mounted the recovery partition by accident). This page may be helpful for you in understanding the partition issue and finding which partition to mount if it’s not one of those two above.

WIFI error rpi4 raspberry pi os/lite
The secondary reason I advise against NOOBS is that it has been removed from the downloads page (see here for the GITHUB repository) - the primary is that it does give issues with updates / upgrades and gets in the way. It's much simpler to use a 16Gb or 32Gb card given the way the costs have dropped.
